EU Blue Card (Slovenia)

The EU Blue Card (EU Blue Card) is a residence and work permit for highly qualified professionals from non-EU countries. It is issued for a specific job offer and provides broader rights compared to standard work permits.

Who can apply for an EU Blue Card

The standard route is to prove higher education (or a comparable qualification) and relevant professional experience. Your case can be strengthened with professional certificates, training, and documented proof of skills and work history.

Under the updated EU Blue Card framework, certain ICT professionals may qualify based on professional experience instead of a degree (for specific roles, typically requiring a defined period of relevant experience within recent years).

Salary requirement

As of 21 July 2025, the salary threshold has been lowered and is now linked to the average annual gross salary in Slovenia, recalculated to a monthly amount (i.e., the benchmark is the average gross salary, not 1.5× of it).

The exact amount depends on the latest published official statistics. According to SURS (Statistical Office of the Republic of Slovenia), the average gross monthly salary is published regularly (for example, October 2025 — €2,512.04).

IMPORTANT: Blue Card rule updates (from 21 July 2025)

The changes in Slovenian immigration and employment regulations are aimed at simplifying the attraction of highly qualified specialists:

  1. Lower salary threshold (to the level of the average gross salary).

  2. Minimum employment contract duration reduced to 6 months (previously 12).

  3. Employer change simplified: after 12 months, a Blue Card holder may change employers by notifying the employment service.

  4. For certain ICT roles, the Blue Card may be available without a university degree, if the required professional experience is proven (3 years within the last 7 years).

  5. Moving to another EU country after one year on a Blue Card in one Member State may follow a simplified Blue Card mobility logic.

Who the EU Blue Card is suitable for in practice

  1. Specialists with higher education (Bachelor/Master, etc.) and a job offer matching their qualifications.

  2. ICT professionals without a degree, if they have at least 3 years of relevant experience within the last 7 years (subject to role and evidence requirements).

  3. Engineers and technical specialists (mechatronics, electronics, construction, manufacturing, etc.) with a relevant qualification and offer.

  4. Finance & analytics (financial analysts, risk management, audit, data analytics, etc.)—if the role meets “highly qualified” criteria and salary thresholds.

  5. Senior and key specialists (Head/Lead/Manager) with proven qualifications and the required salary level.

  6. Regulated professions (e.g., medicine, architecture, etc.)—only if national requirements are met (recognition of qualifications, licences/permits).
